India: Russian Helicopter Purchase Planned September 9, 2010

The Indian air force plans to procure 59 additional Mi-17 IV helicopters from Russia, Press Trust of India reported Sept. 9. Defense Ministry officials said they will replace aircraft in the existing fleet that will be phased out over the next few years. The proposed purchase was cleared by India’s Defense Acquisition Council and will soon be scheduled for clearance by the Cabinet Committee on Security, officials stated.

Russia: Explosive Device Found At Power Plant September 9, 2010

A powerful explosive device was found and defused at the Irganayskaya hydroelectric power plant in Dagestan, a law enforcement source stated, Itar-Tass reported Sept. 9. The device was located in the turbine hall where a fire occurred on Sept. 7, the source said. The device was a plastic bag with two bottles, containing a mixture of ammonium nitrate and aluminum powder, tied together and wired to a mobile telephone, the source stated, adding that a booby trap disguised as a ballpoint pen was found near the device.

IRAN

Iran: Secret Uranium Enrichment Site Denied September 10, 2010

Iran denied opposition group claims that it was secretly building a new uranium enrichment site deep in the mountains northwest of Tehran, AFP reported Sept. 10. If opposition groups are aware of such a development, they should tell officials and be thanked, Iran’s atomic chief Ali Akbar Salehi told the Mehr news agency. No such nuclear installation with a specific definition exists in Iran that was not declared to the International Atomic Energy Agency, he said.

Beijing on Sept. 9 said it opposes unilateral sanctions against Iran, favoring negotiations instead, Xinhua reported, citing the Chinese Foreign Ministry.

IRAQ

Iran, Iraq: Sign MoU For Natural Gas Export September 9, 2010

Iranian Deputy Minister of Oil Javad Oji announced the conclusion of a memorandum of understanding (MoU) for export of Iran’s natural gas to Iraq within the framework of a seven-year contract, Iran English Radio reported Sept. 9, citing Resalat. Oji said that based on this MoU, it is possible to export almost 10 million cubic meters of natural gas to Iraq in the initial stages.

Israel: IDF Increasing Drills In Preparation Of War September 9, 2010

Israel Defense Forces (IDF) has increased exercises in preparation for war, and has approved live-fire training for a reservist brigade, IDF Ground Forces chief Maj. Gen. Sami Turgeman said Sept. 9, Voice of Israel Network B reported. Israel’s enemies, including Syria, Hezbollah and other groups, are currently arming themselves, and while a confrontation with Hezbollah would be very challenging, IDF is becoming an all-around more powerful force, Turgeman said.

Mexico: Police Seize Explosives From 5 Suspects September 10, 2010
Mexican police arrested five people for allegedly rigging an improvised explosive device to a GPS system on an abandoned motorcycle near the public security headquarters in Tonala, Jalisco state, El Universal reported Sept. 10. Approximately four kilograms (8.8 pounds) of C4 were seized from the suspects, who admitted to receiving the explosives from a member of the military stationed in Mexico City.
