Iran: Government Incurs 140 Trillion Rial Debt Balance September 12, 2011
The Iranian government has acquired a debt balance of 140 trillion rials ($13 billion) to implement the subsidy reform plan, Supreme Audit Court Director Abdolreza Rahmani-Fazli said Sept. 12, Mehr reported. Rahmani-Fazli said a 2010 governmental loan of 50 trillion rials from the central bank has not been paid off. Oil and energy companies also loaned the government 18 trillion rials, he said, adding that revenue from oil and other exports totaled 30 trillion rials. He said 50 trillion rials has been spent on public funds and that 255 trillion rials were generated through subsidy plan implementation

The three frigates will provide protection for civilian vessels carrying aid to Gaza.
Palestinian Territories: Germany Does Not Support U.N. Statehood Bid September 12, 2011
German Foreign Minister Guido Westerwelle told Palestinian President Mahmoud Abbas that Germany does not support the Palestinian plan to seek statehood recognition at the United Nations, Palestinian Foreign Minister Riyad Malki said, Trend News Agency reported Sept. 12, citing Voice of Palestine radio. Malki said several EU nations share Germany’s position. Malki said during a recent meeting, Westerwelle tried to dissuade Abbas from presenting the vote before the U.N. Security Council.

Afghanistan: NATO To Train Afghan Army Beyond 2014 September 12, 2011
NATO will train and equip the Afghan army after the International Security Force concludes military operations by the end of 2014, a NATO official said Sept. 12, Xinhua reported. The NATO Training Mission in Afghanistan was started late in 2009 and is not finished with its task list, the official said. The mission has objectives extending to 2014, will stay in Afghanistan past 2014 and will increase the Afghan National Army from 171,600 to 195,000, the NATO official said.

Libya: China Recognizes National Transitional Council September 12, 2011
China has recognized the National Transitional Council as Libya’s ruling body, a Chinese Foreign Ministry spokesman said Sept. 12, AP and Xinhua reported. The spokesman said China respects the choice of the Libyan people and hopes all signed treaties and agreements between the two countries will continue to be enforced.

The United States supports Taliban plans to open political headquarters in Doha, Qatar, by the end of 2011 to spur U.S.-Taliban peace talks and begin negotiations, Business Insider reported Sept. 12, citing The Times. Qatar offered to host the political office when Washington insisted it be outside Pakistan’s sphere of influence. The Taliban wants assurance that its Doha representatives will not be harassed or arrested
