Russian Pacific Fleet warships held artillery and surface-to-air test firing exercises March 28 in the Peter the Great Bay in the Sea of Japan, according to the fleet’s news service, Itar-Tass reported.

The Russian Ground Forces will replace their current Grad multiple rocket launching systems (MRLS) with new Tornado-G MRLS, a spokesman for the Russian Army said, RIA Novosti reported March 28.

Russia: 6,000 Internal Troops Deployed To Dagestan, Kabarda-Balkaria March 28, 2011
Russian police forces in Dagestan and Kabarda-Balkaria have been reinforced by 6,000 Russian Internal Affairs Ministry forces, ministry Main Staff chief Col. Gen. Sergei Bunin said, Interfax reported March 28. Bunin said the internal troops’ presence has become a stabilizing factor in the area, and the situation is being managed by the Russian Federal Security Service operations staff together with internal troops. The situation in the North Caucasus is not stable but manageable, Bunin added.

Iran: Qatar Seizes 2 Boats Carrying Weapons March 28, 2011
Qatar seized two Iranian boats carrying weapons off the Al-Zubara coast, northeast of Qatar and close to Bahrain’s territorial waters, Kuwaiti Al Aan reported March 28, citing unidentified sources. No details were available on the crew of the ships, the date of their interception nor the destination of shipments. Authorities in Qatar, Bahrain and Iran have not confirmed the report.

Iraq: Kurdish Forces Withdraw From Kirkuk March 28, 2011
The Peshmerga Ministry in the Iraqi Kurdistan Region ordered its forces to withdraw from their stations in different areas of Kirkuk back to their bases in Kurdistan and to hand over their positions to the U.S. forces in the area, Aswat al-Iraq News Agency reported March 28, citing a anonymous Peshmerga official. The same official said there are other Peshmerga forces stationed in northern and northeastern Kirkuk, adding the ministry reached an agreement with Iraqi and U.S. forces to implement a new plan to protect the area. No further details were given.

Qatar: Reports Of Iran Munitions Seizure To Bahrain True - STRATFOR Source March 28, 2011
A STRATFOR Qatari government source said March 28 that reports, which were denied by Doha, about its interception of two Iranian ships carrying munitions to Bahrain are accurate. The ships approached the Qatari city of Zubara on their way to Bahrain’s coast in an effort to elude Bahraini and Kuwaiti vessels patrolling Bahrain’s territorial waters, the source said. Qatari vessels escorted the Iranian ships to Qatar’s al-Ruwais port before Qatari authorities decided to release the ships with the understanding that they would return to Iran, the source said.

Afghanistan: Russia Open To Talks With Taliban March 28, 2011
Russia has no direct contacts with the Taliban, but supports national reconciliation in Afghanistan and thinks dialogue could bring a return to peace and integration with society, Russia’s envoy to Afghanistan Zamir Kabulov said, Interfax reported March 27. Terms laid down by the UN Security Council, which must be observed, include that those who are prepared for reconciliation cease armed conflict against the government, recognize the constitution and distance themselves from Al Qaeda and other extremist groups, Kabulov said, adding, those who can make this step will be welcome to hold dialogue with Russia. Russia is concerned about the threats of terrorism, extremism and drugs coming from Afghanistan, Kubulov said.

Palestinian Territories: Abbas Willing To Forego U.S. Aid For Unity With HamasMarch 28, 2011
Palestinian President Mahmoud Abbas is pressing for reconciliation with Hamas and, to that end, is reportedly willing to give up hundreds of millions of dollars in U.S. aid, an adviser to Abbas said March 28, AP reported. The Palestinians need U.S. aid but will surrender that aid if it is used as a means of influence, the adviser said.
Libya: Coalition Does Not Want Occupation - Cameron, Sarkozy March 28, 2011
British Prime Minister David Cameron and French President Nicolas Sarkozy said March 28 in a joint statement that they “do not want any military occupation in Libya,” Reuters reported. They said the coalition respects Libyan national unity, sovereignty and independence and that a lasting political solution was the only way forward in Libya. They urged supporters of Libyan leader Moammar Gadhafi to abandon him quickly and encouraged all critics of Gadhafi to help establish a process of national transition.
