Russia: Finance Ministry To Borrow 5 Trillion Rubles August 8, 2011
The Russian Finance Ministry will borrow around 5 trillion rubles ($181 billion) from foreign investors in Russia’s domestic markets to cover about 90 percent of its 2012-2014 budget deficit, according to the ministry’s 2012-2014 Debt Policy Guidelines, RIA Novosti reported Aug. 8, citing Kommersant. Moscow will introduce an international depositary and clearing system into its domestic markets, allowing OFZ bonds to be traded on the corporate stock market as well as the issuance of medium to long-term securities with a fixed coupon rate.

Iran: Nuclear Power Plant's Launch Delayed August 8, 2011
Iran must delay the launch of its first nuclear power plant in Bushehr because of money disputes with Russia, according to Asgar Jalalian, an Iranian member of parliament on the special committee for the plant, AP reported Aug. 8. Jalalian said Tehran has already paid at least twice the expected costs for the plant which is expected to produced 1,000 megawatts of energy. Jalalian said the plant’s parliamentary committee doubts the plant will be online by its promised August date.

Israeli forces targeted three tunnels in the Gaza Strip overnight Aug. 4, hitting one tunnel in the center of the city and two other sites in the center and the south, the Israeli military said, DPA reported.
