Iran plans to launch its own Internet network in 2011, Iranian Minister of Communications and Information Technology Reza Tagipur said Dec. 3, Trend.az reported, citing ISNA. The project will be implemented in stages, the first of which will last from the first quarter of 2011 to the end of 2013, Tagipur said.

Brazil: Will Recognize State Of Palestine December 3, 2010
Brazil announced that it recognizes the state of Palestine based on pre-1967 borders, AP reported Dec. 3, citing the Brazilian Foreign Ministry’s website. The Foreign Ministry said Palestinian President Mahmoud Abbas requested the recognition last month from Brazilian President Luiz Inacio Lula da Silva.

Chile: Tensions Rise On Easter Island December 4, 2010
Chilean Interior Minister Rodrigo Hinzpeter said riot police reinforcements that landed on Easter Island on Dec. 4 would continue evicting Rapa Nui islanders who were squatting in government buildings constructed on their ancestral properties, AP reported. Police used buckshot and batons to wound dozens of people that violently resisted the first eviction on Dec. 3. Hinzpeter traveled to the island to oversee matters, saying land seizures threaten law and order and cannot be allowed to continue. About 2,200 of the island’s 5,000 residents are Rapa Nui.

Mexico: Judge Absolves Alleged Cartel Leader December 3, 2010
A Mexican judge has absolved alleged top Sinaloa cartel leader Sandra Avila Beltran, citing insufficient evidence, AP reported Dec. 3. Federal Judge Fernando Cordova del Valle ruled that prosecutors failed to prove that Beltran was guilty of drug-trafficking charges or using illicit funds. Avila was arrested in Mexico City in September 2007. It is unclear how the ruling will affect Beltran’s extradition to the United States, where she is also wanted.

Mexico: Military, Los Zetas, Gulf Cartel Clash In Matamoros December 2, 2010
Mexican troops clashed with gunmen from the Gulf cartel and Los Zetas in Matamoros, Tamaulipas state, along the Mexican border with the United States, The Brownsville Herald reported Dec. 2. Tractor-trailers blocked various avenues and main thoroughfares in an effort to prevent military vehicles from reaching the city, an unnamed Mexican law enforcement source said. The Los Tomates-Veterans International Bridge to Brownsville was shut down by authorities, a Mexican military source said. Mexican Marines, army troops and Federal Police were deployed throughout Matamoros, and military helicopters flew overhead. The fighting reportedly began when members of Los Zetas attempted to enter the city and the Gulf cartel confronted them. Several Gulf cartel strike teams were sent to Matamoros as reinforcements, including the Los Zeros, Los Ms and Los Lobos teams, a source said.
